Hair parenting issue

I have parent the hair on the left with the armature, when I move the head in pose mode it goes along but the hair does not move as it does not wiggle automatically. PFA working files are below.
I have also checked the wiggle bone checkbox for each bones.

This is my first rig in the process of learning Blender. Can anyone solve this and let me know?

Is this question related to use of the Wiggle addon? If so, it might be best to look for help in this thread.

somewhat unsure of the intent behind some of the rigging. noticed only one string of hair bones are parented to the head so i’m only looking at that example. all your hair bones have damped track constraints to their child bones, which i think is part of a different rigging technique for simulating wiggle physics and would likely fight with wiggle bones.

also i could not see any bones that had wiggle enabled.

once that checkbox for bone tail was enabled, i could set the wiggle dynamics and they work as expected (didn’t set up any collisions):
