It has it’s own thread: F2. It hasn’t changed much from the first demonstration videos 11 years ago. Non-intuitive part might be that it’s sensitive to mouse position, else than that you just press F .
I guess it doesn’t really do what I imagined it does, or it does but only in flat plane situations.

To be fair, I only use it for retopology of an object I’ve set up as the snapping target, so the new vert (or edge) is less likely to go wandering off.
