Whatever the technique used or the support or the fact to do it in a 3D or 2D space, a drawing corresponds to a geometry.
That is the reason why it is possible to create drawing software, on machines only understanding math language to compute results.

So, if you want your computer to compute results imitating aquarelle ; that implies that developers will use geometrical knowledge, at disposal, to produce numerical data.
That numerical data may be raster graphics or vector graphics in most of 2D drawing software.
Blender can import vector graphics as curves or raster graphics used as images, used as textures, editable in Image Editor.
But to draw in 3D space, it requires to create points, that are handling coordinates for the 3 dimensions.

Learn to draw.

Or especially for aquarells learn to paint.

Blender is not a drawing or painting program. You can probably create materials and render to resemble that style of painting but you would be better served by a 2D painting program or real paint and brushes.

You won’t be a professional nor produce art of that level if your attitude is to learn the minimum about the subject and tools.

I think you’d be better off downloading one of any of the traditional programs for 2d art and drawing.
