I want to create a floorplan that is a 180° picture and can be panned through

G’day, I’m new to using blender and I have a question that’d be a big help if somebody could help me out.

I’m creating a floor plan for a house and I want to create a 180° layout for it using Blender. What I mean is, I need to upload a picture to a certain website and the users need to be able to pan through the picture by themselves. This is what I mean,

But this is an animation and not a picture, but I want them to be able to do it on a picture that I’m gonna create on Blender and then pan and move around to different parts of the house.

Would be a big help if someone could help, thank you in advance.
