Very similar to Graphite a new soft just came out in V2 :
It is really really promissing because the dev behind it made the product open source and will then launch a marketplace to help the soft to grow up.
It is compatible with windows/mac/linux natively and even if it is in early developement has quite a few things :
- Raster (pen / simple brush for now)
- Vectors (High DPI),
- Animations,
- Procedural (VFX, effects, non-desctuctive editing)
Just missing a brush engine which is on the roadmap.
I watched his youtube channel and the guy behind the projet is top notch.
