Sailor Venus — the best Pretty Guardian — was created in Blender, rendered with Cycles, and utilizes the Line Art Modifier for outlines (exported as SVG). Post work done in Photoshop (corrections, enhancements) and Clip Studio Paint (vector line clean up).
I added a bit of Wonder Woman to this Sailor Venus design to kind of make it my own, with a bit of Art Deco inspiration.
I am not using any special add-ons or materials for the overall look, everything is done from default shaders. The colors pop out from increasing vibrancy and saturation in Photoshop.
Eventually I settled on this look and feel, which I hope captured the essence of Sailor Venus. A fun and playful character, with big smiles and a glamorous, magical look.

I’ve a question about the outline.
In the raw render is absent, how did you add it after?
It’s subtle but it’s working very well to define the character.
I didn’t render the lines to be used in the Compositor or anything like that, instead I just applied the Line Art Modifier, went into Object Mode, and then went to File → Export → Grease Pencil as SVG and then imported these lines into Clip Studio Paint to clean up and enhance. I prefer CSP’s vector tools for something like this.
Then I overlayed it into a final image in Photoshop.

What’s interesting about it was that Minako/Sailor V was the original idea. Call her “the prototype” if you will, and when the actual Sailormoon/Pretty Soldier Guardians was released, Minako sadly ended up like a shallow copy of Usagi (blonde, bad grades, clumsy, magical cat) and the last to be introduced.

I had Codename: Sailor V back in the days. I was slightly disappointed by the cartoon in which she was more of a background character, but overall love it.
